Consolidating change

Consolidation

The period following initial implementation of a change will need to ensure that the changed state is maintained, and developed (rather than frozen). The two primary objectives during this period will be:

  • to underpin the change to prevent regression to the earlier state, and

  • to ensure that the envisaged benefits are realised.

The type of change will determine the amount of monitoring and further action needed during this phase, some changes by their nature may be difficult to undo, but others particularly those requiring cultural or behavioural changes, will require an extended period of monitoring and action. Human behaviour cannot be 'undone' once learnt, only supplanted by new behaviour which needs to be regularly re-enforced if it is to be established as a new norm.

Suitable forms of measurement will be the basis for benefits monitoring and change improvement activities.
